April 10, 2007 The Annual Meeting of the Town of Maine

OFFICIAL NOTICE OF ANNUAL MEETING
 
The Annual Meeting of the Town of Maine will be held at 7:30 p.m. in the Town Hall on Tuesday, April 10, 2007.
  
 
Minutes:
 
Chair Hoenisch called the Annual Meeting to order at 7:30 p.m.             
Clerk Freund read the April 11, 2006 annual meeting minutes.  Joan Buntin made a motion to accept those minutes, seconded by Bob Rogalla,
 Motion carried.
 
Chair Hoenisch gave the Chairperson’s report.  She thanked Supervisor Zernicke and Supervisor Wanke on behalf of the Town for their years service and
 contribution to Town Government. Thank you to Kimberly Freund for serving the past term as Town Clerk. She brought her expertise to the job. Thank
 you to Marilyn Grunenwald for being the Town Treasurer for eight years.  Marilyn’s efforts to collect the tax money, issue dog licenses, sorting records and
 invoicing Ambulance/Fire Department charges are greatly appreciated.
 
Thank you to the Plan Commission for their hard work on the Town’s zoning issues such as conditional use permits, rezoning petitions, land division and 
possible new roads.
 
Thank you to the Board of Appeals members.
 
Thank you to the Citizens Committee members – who held meetings w/neighboring communities to discuss cooperative efforts to work together. Marv 
Anderson from the Town of Stettin contacted Chair Hoenisch  and will be meeting Thursday morning to discuss town issues. Hopefully the Town of Stettin
and Town of Maine will be holding joint meetings in the future.
 
Thank you to the Zoning Review Committee members who have worked very hard the past year to revise the town ordinances.
 
Laurie Moritizen a town resident who works for Marathon County Zoning was recruited to type a draft revised ordinance. The committee reviewed the 
draft and that draft is now being reviewed by County Zoning Administrator Jim Burgener. Next step will be to have the Plan Commission review the
 proposed ordinance.
 
Thank you to our public works employees John Marquardt and Mike Wanke for the great service they provide to the Town.
 
Thank you to the Fire Department for the wonderful job they do protecting the Town ship. A special thank you for the defibulator that the Fire Department
 donated to the Town.
 
Thank you to Jack and Pat Eckardt for their service as constable.
 
Thank you to Gilbert Erdman at the yard waste site.
 
Thank you to Jon and Lois Jorgenson for issuing burn permits for the properties north of Hillcrest Drive.
 
Thank you to all of the election inspectors for their efforts at the polls November 7th, 2006 and April 3rd, 2007. 
 
Thank you to Attorney Frokjer for the wonderful job he does for the Town of Maine. We appreciate his guidance, hard work and conscientious billing
 which has allowed us to maintain a low legal budget.
 
A $200,000.00 short term road project loan was approved by the electors at the November 15, 2006 Budget Public Hearing/Special Town Meeting. This
 was the only way to get around the 2% tax levy restraints and enables the Town to continue to do the needed road work.
 
Last year at this time, Chair Hoenisch was working on a draft for a three year road plan. Due to serious frost problems this winter, some changes were
 made and she recently completed a five year draft plan which will be available to the public.
 
Waiting on a grant for address signs. Will be working with new supervisors to get this project completed.
 
Important dates coming up:  May 15th from 4:00 p.m. to 6:00 p.m. Open Book-this is a yearly opportunity for residents to view the assessment roll and
 speak to the assessor regarding their assessment.
 
The 2007 Large Item Cleanup is tentatively scheduled for the third week in July and the first week in August.
 
Supervisor Wanke and Supervisor Zernicke thanked everyone for their Supervisors report.
 
Chair Hoenisch gave a 2006 financial report after the accountant reviewed all the Town records.
 
County Supervisor, LaVerne Grunenwald was present and he represents the 38th District which includes Maine, Brokaw, and Berlin. He gave a Marathon
County Board report on projects that the County Board is currently working on. Those items include the new airport terminal, possible jail expansion, the
 new agriculture school, the bike trail, University of Wisconsin theater project, and the purchase of 2000 acreas of Wausau Paper land.
 
Fire Department report-Chief Ohrmundt spoke about the defibulator that the fire department donated to the Town.  The defibulator is installed in the entry
 way of the Town Hall.  Chief Ohrmundt explained that when a patient is transported to a hospital, they have a choice of two hospitals.  Chief Ohrmundt
 also talked about the traffic fatalities in our area. Burning permits are being issued, however you’re liable for any damages caused by your fire. Any
 questions on burning, there is a 1-800 number for the DNR or can go to their website.
 
 
Chair Hoenisch stated that other business was next on the agenda and motions for the following items are taken from the electors present. The annual
 meeting is one of two meetings a year that electors make the decisions.
 
Other Business:
A.  Discussion and possible action to establish emergency borrowing up to $50,000. Attorney Frokjer suggested that the electors also put a
 cap on the interest rate for the borrowing. Paul Shore made a motion to authorize the Town Board to borrow $50,000 in an emergency
 with an interest rate up to 6%, Tom Ellias seconded the motion. Motion carried.
 
 
B. Discussion and possible action to establish authority to provide bus service within two miles of Maine school. LaVern Grunenwald made
 the motion to authorize bus service within two miles of Maine School, seconded by  Rose Rosenau. Motion carried.
 
 
C.     Discussion and possible action to authorize the Town Board to hire Town officers as employees of the Town and set an hourly wage
 pursuant to Sec. 60.10(1)(g) of Wisconsin Statutes for employment other than that of their official duties up to $5,000.00 per year.
 Chair Hoenisch explained that $12.00 per hour was approved at the April 2005 Annual Meeting. She explained that at each annual
 meeting, that this amount per hour should be voted on per the electors. Judy Bayba made a motion to set Town Officers as employees
 wage at $12.25 per hour. Seconded by Wes Schoepke. Motion carried.
 
 
D.    Chair Hoenisch called for other business from the floor and no other business was heard.
 
Chair Hoenisch thanked the electors for their support and the opportunity to serve as Chairperson for another term, and she hopes to serve the Town well.
 Chair Hoenisch also thanked her husband for his patience and support which allows her to do this job.
 
Next Chair Hoenisch introduced the Town Board members for 2007-2008. Town supervisors are Tad Schult and Sue Shore. Town clerk is Tammi Walter
 and Town treasurer is Marilyn Grunenwald. They also thanked the electors for their support at the April 2007, election and hope to serve them well.
 
The 2007 Budget Public Hearing and Special Town Meeting is set for Wednesday, November 14, 2007 at 7:30 p.m.
 
Chair Hoenisch announced that lunch and refreshments was paid for by: American Asphalt, IROW, Riiser Energy, and People’s State Bank. Van Der
Geest Dairy supplied the milk for the lunch. Chair Hoenisch thanked Marilyn and LaVerne Grunenwald for taking care of the annual meeting luncheon.
 
The 2008 Annual Meeting for Tuesday, April 15, 2008 at 7:30 p.m.
 Bob Pound made a motion to adjourn at 8:49 p.m., seconded by Jim Tilton,               motion carried.
