NOTICE AND AGENDA OF BUDGET PUBLIC HEARING
The Town of Maine Board of Supervisors held a Budget Public Hearing in the Town Hall on Wednesday, November 16, 2011 at 7:30 p.m. on the Proposed 2012 Budget.

SPECIAL TOWN MEETING OF THE ELECTORS
OF THE TOWN OF MAINE
The Board of Supervisors of the Town of Maine held a Special Town Meeting in the Town Hall immediately following the completion of the Budget Public Hearing.
Agenda
1. Call Special Town Meeting to order Tad Schult, Town Chairman
A. Discussion and possible action to approve the total 2012 Highway Expenditures pursuant to Section 82.03 (2) of Wisconsin Statutes.
B. Discussion and possible action to adopt the 2011 Town Tax Levy to be paid in 2012 pursuant to Section 60.10 (1) (a) of the Wisconsin Statutes.
2. Adjournment
Official notice and agenda of the 2012 Budget Public Hearing and Special Town Meeting was posted on or before October 30, 2011 at the Red Granite Bar, Richard’s Restaurant & Bar, Schmidt’s Bar and the Town of Maine Town Hall.

Budget Public Hearing and Special Town Meeting
Chairman Schult called the meeting to order at 7:30 p.m.
Present were Chairman Tad Schult, Supervisor Wes Schoepke, Supervisor Keith Rusch, Treasurer Marilyn Grunenwald, Clerk Betty Hoenisch, town residents, fire department members and Berlin residents.
Chairman Schult explained the proposed 2012 expenditure section of the budget handout.
Clerk Hoenisch explained the proposed 2012 revenue section of the budget handout.
Questions were taken from the audience.
Lieutenant Paul Anderson asked why the fire department budget was increased. Clerk Hoenisch explained that the first responder car allowance per call item and website item are new budget items that have been added for 2012. The Town Board also increased the fire department salary category. The state has mandated that emergency services are one area of the budget that the Town cannot decease, but may increase, she explained.
Fred Duwe from the Town of Berlin was present and asked when the Town was going to upgrade N. 72nd Avenue from Hillcrest Drive north to County Road A.
Chairman Schult explained that Maine had paving that portion of N. 72nd Avenue on the Town’s five year road plan. Town of Berlin Chairman Jim Sala contacted the Town and we held an onsite meeting with Chairman Sala and Berlin’s supervisors. Berlin wants to spend a lot of money to do unnecessary ditching, tree removal and utility relocation. Berlin stated they were going to pulverize the section they maintain of N. 72nd Avenue from County Road A north to Lincoln Drive and would not give Maine a timeline for repaving that road. The Town of Maine plans to do some ditching and work along that road, however no paving will be done until something can be worked out with the Town of Berlin, Chairman Schult stated.
Clerk Hoenisch explained she was Chairperson at the time of the meeting with Berlin officials. Town of Berlin wants to acquire sixty six feet of road right of way along that road. This would cause cemetery graves sites to be in road right of way area, which could be a serious issue. Changing the road right of way to sixty six feet would cause Schmidt’s Bar to lose their west side parking and would greatly impact approximately seven homes . These properties would have non conforming setbacks from the road and would have the roadway almost at their door step, she stated. N. 72nd Avenue currently has a forty nine and a half feet wide road right of way. This is an old town road that is grandfathered in by the state. For reconstruction purposes a rock lift could be placed on that road and then pave the road with a twenty two foot wide. This would make it state compliant, however so far we cannot convince the Town of Berlin that this is the proper method of reconstruction.

Budget Public Hearing and Special Town Meeting
Mrs. Duwe stated there is not that much traffic on N. 72nd Avenue that it would pay to widen the right of way and acquire properties. The road just needs to be upgraded and paved she said.
Chairman Schult stated since they are Berlin residents they need to discuss N. 72nd Avenue reconstruction work with the Town of Berlin Town Board.
Chairman Schult asked the clerk to explain the tax rate printout to the audience. Clerk Hoenisch explained that this chart shows and the Town, County, State, NTC and Wausau School tax levy rates based on the Town’s 2011 valuation. The only rate that is estimated at this time is the school tax credit because the State Department of Revenue is having problems with their software system and those forms have not been printed yet.
Chairman Schult asked for a motion from the electors to adjourn the Budget Public Hearing. Sue Shore made a motion to adjourned at 8:12 p.m., seconded by John Marquardt.
Chairman Schult called the Special Town Meeting to order at 8:12 p.m.
Chairman Schult stated the first item of business was for the electors to approve the 2012 Highway Expenditures of $761,550.00 pursuant to Section 82.03 (2) of Wisconsin State Statutes. Motion by Glen Hoenisch to approve the 2012 Highway Expenditures of $761,550.00, seconded by John Marquardt. Motion carried.
Chairman Schult stated the next item of business was for the electors to adopt the 2011 Town Tax Levy to be paid in 2012 pursuant to Section 60.10 (1)(a) of Wisconsin State Statutes. Motion by John Marquardt to approve the 2011 Town Tax Levy amount of $664,431.76 to be paid in 2012, seconded by Bob Pound. Motion carried.
Chairman Schult asked for a motion to adjourn the Special Town Meeting. Motion by Bob Pound to adjourn at 8:17 p.m., seconded by Craig Rezin. Motion carried.
