Special Board of Supervisors Meeting

A Special Meeting of the Board of Supervisors for the Town of Maine was held at 6:00 p.m. Wednesday, August 19, 2009.

Present were Chairperson Betty Hoenisch, Supervisor Tad Schult, Supervisor Wes Schoepke and Public Works employees John Marquardt and Scott Czyan.

Chair Hoenisch called the meeting to order at 6:30 p.m.

The Board discussed the 2009 road projects, items that need to be completed and timeline for completion.

Next they discussed town roads that need ditching done and then need to be seeded and mulched with hay before winter. The group put together a list of roads that will need ditch landscaping done. This list will be distributed to landscapers that will be giving the Town a quote.

Chair Hoenisch distributed the five year road plan that she had created in 2006. The group reviewed the chart and requested changes to some of the road projects listed.

Discussion followed on proposed 2010 road reconstruction projects and the culverts that need to be installed this fall. The lengths of roads were calculated for possible paving in 2010 and the amount needed in the budget to pave those roads.

Chair Hoenisch offered to calculate approximate paving costs that the Village of Brokaw will need to contribute for paving their portions of Falcon Drive and N. 32nd Avenue that have been annexed to the Village. The supervisors said she should schedule a meeting with the new Village Board to discuss the cost and timeline to pave Falcon Drive and N. 32nd Avenue.

Next the group discussed driveway culverts that need to be installed along roads that are being repaved. They also discussed culverts for new driveways and the issues regarding the placement and installation of those culverts.

Next the group discussed the yard waste site and possible new sites. Chair Hoenisch explained that she received REI’s quote for site survey, historical and archeological studies, wetland delineation and other costs to construct a new yard waste site at several proposed locations. Discussion followed on a larger drop off area, ways to separate the chips so that residents are able to reuse the chips for mulch and the yard waste site being open additional days and times. The workers suggested that the

Town investigate the possibility of leasing large garbage / recycling containers from HSU’s or Babl’s and have them pickup the old containers.

Next the group discussed the 3M granules that were used last winter for sanding and whether they should use the granules again this winter. Chair Hoenisch explained that due to DNR investigation of the granules, the Town may need to sweep and reclaim the chips next spring if the Town plans to use the rock granule chips.

Next the group discussed crack filling on Brandenburg Avenue and Rainbow Drive. The group discussed the e-mail from Paul Michlig at Tetra Tech and the $550.00 testing charge for a two foot by two foot piece of asphalt the workers will cut.

The group then discussed the possibility of purchasing a new plow truck before the snow season. The workers made suggestions regarding accessories and equipment needed, that the supervisor should consider when ordering the proposed new truck.

Motion by Supervisor Schoepke to adjourn at 10:10 p.m., seconded by Supervisor Schult. Motion carried.

Respectively submitted,

Betty Hoenisch
Town of Maine Chairperson
